​ The Need: The data of National University Education Planning and Administration (NUEPA), a central government body, has ranked Jharkhand 34 out of 35 states and union territories in elementary education. There were 21 indicators for ranking, including infrastructure status and number of teachers. The quality of learning is very poor and the quality of teaching has also declined in the last few years. As per the ASER 2014, only 5.9% of students of grade 2 could read a grade 2 textbook and only 26.6% could recognize numbers upto 99. For English ASER 2014 reports that only 11.2% grade 2 students could read simple words such as run, cap etc
